SHOULD (level 1)

What should you do if you have a minor car accident?

First of all, you should stay calm. You should make sure the other driver is ok. What else should you do?

SHOULD HAVE (level 2)

Using "should have" is quite different to using "should".

"Should" is for advice. eg. You should stay calm
"Should have" is for regret. (something you did not do in a past situation and now there is a bad consequence) eg. You should have stayed calmed (instead you got angry and now everyone is upset)
